[52 Wash2d Page 498] The governing bodies of the city of Bellingham and the county of Whatcom decided to construct a county-city health district building on property now owned by the city of Bellingham. In order to qualify for Federal aid in the financing of the structure, it was determined that title to the property had to be transferred to Whatcom county. The city council passed an ordinance authorizing the transfer, and the city and county entered into a contract.
